- Cook rice noodles according to package instructions and set aside.
- Whisk together soy sauce, oyster sauce, fish sauce, brown sugar, chili flakes, water, and lime juice.
- Heat oil in a wok and cook ground beef until browned.
- Add garlic and ginger and cook until fragrant.
- Add bell pepper and cook until slightly tender.
- Add noodles and sauce and toss well.
- Stir in Thai basil and green onions until wilted.
- Serve hot.
