- Preheat oven to 350°F (175°C). Line a 9x13-inch baking dish with parchment paper or lightly grease it.
- In a large bowl, combine flour, oats, brown sugar, baking soda, and salt.
- Stir in melted butter until the mixture resembles coarse crumbs.
- Press half of the oat mixture into the prepared pan to form the base. Bake for 10 minutes.
- Meanwhile, in a saucepan over low heat, melt caramels with heavy cream, stirring constantly until smooth.
- Remove the crust from the oven. Sprinkle chocolate chips evenly over the hot crust.
- Pour melted caramel mixture evenly over the chocolate chips.
- Sprinkle remaining oat mixture on top, pressing lightly to adhere.
- Bake for an additional 15–20 minutes, or until golden brown.
- Cool completely before cutting into bars. For clean cuts, refrigerate for at least 1 hour before slicing.
Notes
For extra indulgence, drizzle with melted chocolate once cooled. Store in an airtight container at room temperature for up to 5 days or refrigerate for longer freshness.
