- Preheat oven to 400°F (200°C).
- Sauté onion, garlic, carrots, and celery in butter until softened.
- Add flour and cook 1 minute, then whisk in broth and cream until thickened.

- Pour filling into a baking dish.
- Mix biscuit dough ingredients until just combined.
- Spoon biscuit dough over the filling.

- Brush hot biscuits with melted lemon herb butter before serving.
