- Preheat oven to 400°F (200°C). Grease a 9x9 baking dish.
- Brown ground beef in skillet. Drain excess fat.
- Add onion and garlic; cook until softened.
- Stir in Worcestershire, tomato paste, salt, and pepper.
- Add flour, broth, and cream; cook until thickened.
- Stir in half the cheese; spread filling in baking dish.
- Mix biscuit topping ingredients; spoon over filling.
- Bake 22–25 minutes until golden. Brush with garlic butter if desired.
Notes
For extra cheesiness, sprinkle more cheddar on top before baking.
