- Cook pasta in salted water until al dente. Drain and cool completely.
- Cook bacon until crisp and crumble.
- Whisk together mayonnaise, sour cream, mustard, lemon juice, sugar, salt, pepper, and garlic.
- Combine pasta, peas, bacon, Parmesan, onion, and herbs in a large bowl.
- Fold in dressing until evenly coated.
- Chill at least 30 minutes before serving.
