- Preheat oven to 350°F (175°C). Line a 9x13 pan with parchment paper.
- Whisk flour, baking soda, and salt in a bowl.
- Mix melted butter, brown sugar, and granulated sugar until smooth.
- Add eggs and vanilla; mix well.
- Fold in dry ingredients, then chocolate chips.
- Press half the dough into the pan.
- Melt caramels with cream until smooth and spread over dough.
- Top with remaining dough and sprinkle with sea salt.
- Bake 30–35 minutes until golden and set.
Notes
For extra gooey bars, slightly underbake and cool completely before slicing.
