- Cook penne pasta in salted boiling water until al dente. Drain and reserve some pasta water.
- Melt butter in a pan over medium heat. Add garlic and sauté briefly.
- Add flour and whisk continuously for 1–2 minutes.
- Slowly pour in warm milk while whisking to form a smooth sauce.
- Cook until sauce thickens, then season with salt and pepper.
- Stir in parmesan cheese until melted.
- Add cooked pasta and toss to coat. Adjust consistency with pasta water if needed.
